Research Findings from the Land Facility Decision Support Unit
A 2018 hypothesis suggested that by 2025, Rwanda would achieve 100% cost recovery for its operational land administration services, driven by fee income and increased transactions. This potential, combined with a prediction that fee income generated between 2011 and 2025 would exceed the original cost of the nationwide land registration programme, could have important implications for Rwandan land sector programming and financial sustainability.
This study was undertaken in March and April 2025 to test this hypothesis, inform the National Land Authority (NLA) of Rwanda in its drive towards financial sustainability and high-quality service delivery, and generate evidence and case study materials consistent with the Land Facility Decision Support Unit’s goal of knowledge creation. It also seeks to utilise local insights to support global arguments for advancing land sector reforms. The study’s findings show that Rwanda’s cost recovery for land administration services is a compelling case study that could support investment in the land sector for other governments and development partners.
